What does it mean when the Ministry issues a Press Release, "tying up" an area of land within a city? When the government declares an area to be designated for public housing, the government plans to buy out all the landowners in the area, compensate them with federal funds (allocation for land compensation for 2019 is more than $22 billion USD, a record number), and has notified current landowners that further development on the land after the announcement date  will not be recognized or compensated. This notification is to prevent current landowners from developing on their land for the sole purpose of receiving a higher compensation amount (Land and Housing (LH) calculates land compensation using various factors, such as number of trees, pathways, roads, housing, etc).
